Abstract
Guidelines and standards are not only of increasing importance for clinical medicine, but also for public health services. Their influence is strengthened by a trend from reorientation of public services to well-established modern public service business. Being part of total quality management they particularly challenge organisation deveplopment and planning of human resources in the public sector.
